POLICY AND LEGISLATION OVERVIEW

Policy Development and Advocacy are the core of LCP’s development work. This is in line with the LCP’s Mission in the Local Government Code (RA 7160) which states that LCP shall “ventilate, articulate and crystallize issues affecting city government administration” and secure solutions to these issues “through proper and legal means.”

During the series of LCP Island Cluster Strategic Planning on August 2004, the local chief executives expressed and agreed that LCP should strengthen its policy development and advocacy work.

A Policy Development and Advocacy Plan was developed to address this critical gap in the LCP’s efforts to craft and advocate for legislative and executive policies both at the national and local levels of government.

In the Plan, the first major action was to strengthen the LCP internal system. As a response, the LCP's Program Unit for Policy and Legislation was created within the LCP Secretariat. With full-time staff, LCP has been proactive in articulating policy positions, in formulating policy agenda, in implementing policy advocacy campaigns among others.
