City Development Strategies

The City Development Strategy (CDS) initiative stirs urban governance toward poverty reduction through participatory approaches. It is a technical assistance program piloted by the World Bank 1999. It provides the local government units with tools towards effective convergence of the various aspects of local development.

The CDS principles are anchored on livability, bankability, competitiveness, and good governance. The CDS process guides cities and their stakeholders in formulating a strategic development platform by assessing where they are, crafting their long term vision, formulating strategies to get there, identifying and prioritizing programs and projects to make it happen, and developing a long term capital investment program to determine how to finance and implement priority projects.

From seven cities in 1999, the Philippines with the League of Cities ownership has 61 CDS cities, the highest number of the cities within a country that are enrolled under the program. There are only 150 CDS cities worldwide.
