Celebration of the 20th year of the signing of the Local Government Code of 1991

The landmark legislation on local autonomy and decentralization known as the Local Government Code of 1991 will mark its 20th year of implementation on October 10, 2011. Over the years, we witnessed the emergence of good local governance practices and a remarkable change in local government leadership. There is wider citizen's participation and greater civil society, business and private sector engagement and support in good local governance. These changes, to some degree, can be attributed to the implementation of the Local Government Code of 1991.
