On 23 July 2016, President Rodrigo Roa Duterte issued Executive Order No. 2 s. 2016 which operationalized the people's right to information through access to government documents within the Executive Branch.

 

In an effort to promote Freedom of Information (FOI) at the local level, the Presidential Communications Operations Office co-drafted a Joint Memorandum Circular (JMC) with the Department of the Interior and Local Government to serve as guidance in the implementation of local FOl programs. The FOI Project Management Office (FOI-PMO), the lead agency in the implementation of the FOI Program, requested an audience with the League of Cities of the Philippines (LCP) to discuss the details of the said memorandum circular.

 

In view of the foregoing, the LCP Secretariat would like to solicit inputs and comments from the perspective of the city governments, particularly on the draft JMC, in order to facilitate a productive consultation with the FOI-PMO. We are forwarding you the letter from the FOI-PMO and the draft JMC for reference.
