The Champions for Health Governance (CHG) is an initiative recognizing top performing Local Government Units (LGUs) for excellent and efficient implementation of their local health programs. CHG will honor five municipal and city LGUs for their outstanding health initiatives. These initiatives are in line with United Nations’ health-related Sustainable Development Goal #3 (ensure healthy lives and promote well-being for all at all ages) and DOH’s Kalusugan Pangkalahatan, which aims to achieve universal health care for all Filipinos.

Through Merck Sharp & Dohme, Kaya Natin! Movement for Good Governance and Ethical Leadership, and the Jesse Robredo Foundation with the support of the Department of the Interior and Local Government, the Awards will facilitate the evaluation of the health programs
based on local leadership, transparency and accountability, effectiveness, innovativeness, health resource management, and community engagement in health. They will also be screened for their contribution to the government’s thrusts in Universal Health Care, health care modernization, and the health workforce. The Top five winning LGUs will receive a cash grant worth P100,000.00 to fund their best health programs and continue their outstanding initiatives in health.

Developments in community health are sparked by partnerships from both the private sector and the local leadership level. Through these Awards, we celebrate these partnerships and encourage others to embrace our commitment toward better health. The Champions for Health Governance is hoping to ensure that the achievements and best practices in local health programs are not only implemented locally, but also shared and spread across the country.

ELIGIBILITY CRITERIA
The Champions for Health Governance Award is solely focused on the overall health performance of the local government unit in the city and/or municipal levels. The evaluation period must cover local health programs and activities running for at least two years.

SELECTION PROCESS

Eligibility Screening
The CHG Secretariat assesses if the nominees have completed all the nominal requirements and have met the eligibility criteria. The applications will then be turned over to the CHG Selection Committee for a more in-depth appraisal and review.

First Level Screening
The CHG Selection Committee will evaluate and determine the Top 10 applicants for advancement to the next screening level.

Site Evaluation
The assigned on- site evaluator and/ or CHG Secretariat will validate the LGUs’ overall health performance claims.

Panel Presentation and Interview
Each representative of the qualified entries will be given fifteen (15) minutes for a presentation of their health programs before the CHG Board of Judges. There will then be another fifteen (15) minutes allotted for Q&A.

Awards Ceremony
The Top five (5) winning LGUs will receive a trophy and cash prize of ₱100,000 to fund their best health programs.

- Effectiveness of Health Programs (20\%)
- Innovativeness of Health Programs (20\%)

- Municipality/City Profile
- Profile of local health office and staff
- Health budget
- Updated audit memorandum
