Updates IATF-EID Resolution No. 79

Good afternoon. Here are the salient provisions of IATF-EID Resolution No. 79 :

1️ CHANGES IN AGE-BASED RESTRICTIONS
• Stay-at-home restrictions: individuals below fifteen (15) years old and those over sixty-five (65) years old
• Allowed outside residence: 15-65 years old
• PROVIDED that LGUs retain the authority to impose a higher age limit for minors depending on their COVID-19 situation
 
2 INTERZONAL AND INTRAZONAL MOVEMENT FOR ANY PURPOSE
• Between areas under GCQ and MGCQ; across areas under GCQ or MGCQ; between areas placed under MGCQ and New Normal
• Persons not authorized outside of residence (NON-APOR): permitted, BUT subject to reasonable regulations imposed by the LGU concerned
• Included as APOR: a) Returning or repatriated OFWs and other Overseas Filipinos and b) other persons transported through the efforts of the national government and with concurrence of the receiving LGUs
 
3 LIFTING ON NON-ESSENTIAL OUTBOUND TRAVEL OF FILIPINOS
• Effective 21 October 2020, for Filipinos regardless of purpose are ALLOWED to travel abroad subject to the following requirements:
- Submission of confirmed round-trip tickets and adequate travel and health insurance
- Bureau of Immigration declaration acknowledging the risks involved in travelling
- Negative antigen test result taken within 24 hours before departure
- Upon return, observance of the guidelines of NTF COVID-19 for returning overseas filipinos
 
4 SPORTING EVENTS
• Off-track race betting stations ALLOWED in areas of GCQ or lower
• Operation of licensed cockpits and cockfighting activities shall be ALLOWED in MGCQ or lower, subject to strict observance of health and safety protocols.
• In-person audience, online or remote betting, and live broadcasting of cockfights are NOT PERMITTED.
• LGUs shall have the final decision whether operation of licensed cockpits and conduct of cockfighting activities can proceed or not.
